Vladislav Erniyazov

Mr. Vladislav Erniyazov is a leading consultant with extensive experience in areas of business consulting and advisory services, budgeting, forecasting, strategy development and contract negotiations and finalization. He has experience in working with international donor organizations, such as USAID and UNDP acting on top governmental level.
Currently serving as a Trade Specialist for USAID Enterprise and development project (EDP) in Turkmenistan, Mr. Erniyazov is tasked with providing high impact technical assistance to implement and continuously build capacity for Regional Trade Promotion (RTP) component and consulting services. In this capacity, he assisted 24 local companies in increasing internal and cross-border trade through the use of an Internet-based marketplace in fiscal year 2004. As a result of local trade assistance services, Mr. Erniyazov facilitated 8 trade deals totaling $461,850 which increases trade efforts by more than 6 times comparative to FY 2003, where TA facilitated only three deals worth $74,000. In FY 2005, Mr. Erniyazov directly facilitated 2 trade deals worth $417,620 and as well assisted in facilitation of 3 additional trade deals worth $633,027 with an RTP external partner. Thus, Mr. Erniyazov's results with local trade assistance services include 5 trade deals worth $1,050,647, which doubles trade efforts comparative to FY 2004.
As a budget analyst on a USAID funded budget reform initiative implemented in the State Budget Department of the Ministry of Economy and Finance of Turkmenistan, Mr. Erniyazov worked under Team Leader and Advisor's direct supervision with the objective of developing a comprehensive and transparent Annual Budget document for the Government of Turkmenistan. He made important and enduring contributions to the development of efficient and effective economic and governmental institutions. His work in the redesign of 1998 budgets in the Ministry of Health and Education and the City of Ashgabat has been recognized as outstanding by the leaders of the Ministry of Economy and Finance.
Mr. Erniyazov graduated in 2000 from Turkmen State University with a degree in "World Economy and International Relations". He was awarded the opportunity to participate in the US-sponsored KIMEP program, and received his Master of Arts in Economics from the Kazakhstan Institute of Management, Economics and Strategic Research in 2002. Mr. Erniyazov speaks fluent Russian and English.
